What is A PAN Card and Why is it Necessary?

A PAN or Permanent Account Number is the laminated card with a ten-digit alphanumeric number issued by the Income Tax Department of India. It is provided to any individual who applies for it with valid documents.

PAN helps the IT department link all financial transactions carried out by a person with the department.

Why was PAN Card Introduced?


PAN card was introduced by the IT department to link different documents related to payment of taxes, tax arrears, tax demand, etc. related to an assesse. This helps one easily retrieve call information related to a person’s financial transactions as well has help facilitate in acquiring information related to investments, raising of loans, etc. It also includes collection of tax payers activities that are both internal and external and detection of any attempt to evade tax and widening the tax base.

What do the Alphanumeric Characters on a PAN Card Stand for?




The alphanumeric characters printed on a PAN card has certain meaning. The first 3 characters run in the alphabetic series from AAA to ZZZ. The fourth character of the PAN stands for:

P – Individual

F – Firm

C – Company

H – HUF

A – AOP

T – Trust, etc.

The next character that is, the fifth character is related to the PAN holder’s last name or surname. The next four characters, that is, the numbers are sequential numbers that run from 0001 to 9999. The last character is the alphabetic check digit.

Why is it Important to have PAN Card?


PAN is mandatory to be quoted when filing for return of income and when carrying out any correspondence with any Income Tax authority. PAN is necessary to be quoted for documents related to the following financial transactions:

  • Making a deposit that exceeds 50 thousand rupees with a bank.
  • Making a deposit that exceeds 50 thousand rupees with a Post Office Savings Bank account.
  • Opening a new bank account.
  • Making a contract of a value exceeding one lakh rupees for sale or purchase of securities.
  • Sale or purchase of a motor vehicle or vehicle that does not include a two-wheeler with a detachable side car.
  • Making a tome deposit that exceeds over 50 thousand rupees with a bank.
  • Payment to hotels or restaurants against a bill that exceeds more than 25 thousand rupees at a time.
  • Payment in cash when travelling to a foreign country with an amount that exceeds 25 thousand rupees at one time.
  • Payment in cash for purchasing bank drafts or banker’s cheque or pa orders for an amount that aggregates to 50 thousand rupees or more during a single day.
  • Depositing cash that exceeds 50 thousand rupees with a bank during one working day.

Revised Rules for PAN

New PAN Rules: Income Tax Revises 5 PAN Rules

The IT rules related to the time-line for making an application for new PAN by certain individuals along with the rules regarding the issuance of PAN card has been amended. Come December, and the new clauses in the amended Income Tax Rules, 1962 will come into effect.

Let us check out these 5 new PAN rules that you need to remember from now on.



Revised Rules for PAN


The Central Board of Direct Taxes (CBDT) has amended certain Income Tax Rules from December 5. These rules are called as the Income-tax (Twelfth Amendment) Rules, 2018, according to their statement issued.

These new rules include:

  • All entities that have made financial transactions over Rs. 2.5 lakh or more in a financial year need to apply for a PAN card. They need to file the application on or before May 31 of the assessment year for which this income is assessable. Thus, all small business cannot evade tax from now on.
  • The circular also states that it is now mandatory for every individual including the managing director, director, partner, trustee, author, founder, karta, chief executive officer, principal officer, or office bearer (or any individual who does not have a PAN card) needs to apply for a PAN on or before May 31 of the following financial year.
  • Resident entities now need PAN card even if the total sales, turnover, or gross receipts are not likely to exceed Rs. 5 lakh in a financial year.
  • It also states, it is now not mandatory for PAN applicants to quote the father’s name where the mother of the applicant is a single parent. This will bring ease to applicants with a deceased father or have estranged relationship with the father.
  • A PAN card is needed for all transactions over 2 lakh/ year needs a PAN card that includes opening a new bank account, etc.

These are the new PAN rules that have come into effect from December 5 2018.

PAN for HRA Exemption

When filing the Income Tax Return (ITR) the government has provided HRA or Housing Rent Allowance (HRA) as a subset of employee’s salary. It is used to cover the cost of accommodation to a certain extent. This amount is spent by the employee and the government includes this amount under tax exemption. Thus, the employee can claim tax exemption under the HRA exemption.

According to the revised rules in 2013, an employee needs to mention the PAN details o the landlord when filing for tax exemptions under the HRA for amounts exceeding Rs.1, 00,000.



Why is Necessary to Provide PAN for HRA Exemption?


Earlier than 2013, it was not necessary to provide the landlords or owner’s PAN card number if the rent was around 1, 80, 000 per annum or Rs. 15,000/- per month. However, the IT department decided to lower the limit to Rs. 1, 00, 000/- per annum or Rs. 8,333/- per month.

The reason for this change is too many fake receipts were submitted to earn this exemption. Also, the landlords were not paying tax on rental income or did not declare this income in their income tax returns.

So, a salaried individual under the section 10 (13A) of the Income Tax Act gets HRA from their employer, they are eligible for tax exemption. However, to claim this exemption, they need to produce the house rent receipts. Those who pay under Rs. 3000/- per month as rent do not need to produce receipt. This rule is just for administrative ease.

You can apply for a new PAN card online and even submit the supporting documents online. It is even possible to use online PAN verification facility to verify your Permanent Account Number as well. This is also called as ‘Know Your PAN’.

To verify a single PAN card, you need to:

3.Navigate to Bulk PAN Query and click on Upload Query

4.In the specified format, upload the query and click submit

5.Once it is submitted, you will get a token number and the status of the PAN uploaded through the query system will get displayed.

Track PAN Card Status by Name and Date of Birth

In order to know your PAN card application status, you have a few options that will help you find out the progress of your application. In this article, we shall discuss track PAN card status by name and date of birth.

Track Your PAN Application Status Online with acknowledgement number or date of birth


You can check your PAN card status by name and date of birth online using the method given below:




  • Here, you need to select ‘PAN- New Change Request’ as your Application Type
  • If you have Acknowledgement Number, you can type it in the box given
  • Or else, select Name and enter your name in Last Name/Surname, First Name, or Middle Name format
  • Enter your Date of Birth

  • Date of birth does not match on both cards.
  • You do not have a registered mobile number to receive OTP.

What is Form 60 for PAN Card?

What is Form 60 and Why is it Required?


There are still many individuals who do not have a PAN card. Or in some cases, the individual has made an application for PAN card, and are waiting for their PAN number to arrive. In such a situation, the individual (not a company or firm) are required to fill Form 60 in lieu of submitting the PAN card.

Form 60 is a declaration that needs to be filed by an individual or a person who does not have a unique PAN number. They need to use Form 60 whenever they enter any transaction specified in rule 114B.

Can Form 60 Be Substituted for PAN Card in All Situations?


If you don’t have a PAN card, you can use Form 60. However, it is not a replacement or substitute for PAN card. It is just a form of relaxation for individuals provided by the government to complete certain transactions in case one cannot procure PAN card immediately or need to enter a financial transaction urgently.

Under Which Transactions Can One File Form 60?


One can file Form 60 for limited number of transactions. Some of the transactions that require PAN or Form 60 include:

1.Sale or purchase of Motor Vehicle [other than two wheeled vehicles] - Irrespective of value / Any Value

2.Opening a Bank account- Irrespective of value

3.Getting new Debit or Credit card-    Irrespective of value

4.Opening D- MAT account -    Irrespective of value

5.Payment to hotel or restaurant at one time -  Cash payment exceeding Rs 50,000

6.Travelling expenses to foreign country or buying foreign currency at one time- Cash payment exceeding Rs 50,000

7.Buying Mutual funds - Amount exceeding Rs 50,000

8.Acquiring bonds or debentures - Amount exceeding Rs 50,000

9.Acquiring bonds issued by RBI -  Amount exceeding Rs 50,000

10.Depositing money with (a) Bank, (b) Post Office - Cash exceeding Rs 50,000 in one day

11.Purchasing Bank Draft/ pay order/ banker’s cheque - Cash exceeding Rs 50,000 in one day

12.Time deposit (FD) with

Reasons for PANCard Rejections

It is very easy to apply for a new PAN card. You can now fill the form as well as submit the documents online. However, it is very heartbreaking to see your application get rejected. Let us have a look at the reasons for PAN card rejections that will help you avoid similar mistakes in your form.

Reasons for PAN Card Application to Get Rejected

Any discrepancy in the form or documents submitted with the PAN application will lead to PAN card application rejection. 


Some of the common reasons for PAN card rejections include:

  • Incomplete or wrongly filled application form 
  • Corrections or over written in the application form
  • Signature done outside of the box 
  • In complete postal address or wrong pin code.
  • Pin or staple the photograph. (You need to paste the photograph)
  • Discrepancy in the PAN application form in fields such as name, age, gender, date of birth, etc. Any mistakes in the spelling of the name, DOB, gender, etc. can lead to rejection.
  • Providing unclear supporting documents, wrong documents, or the information in the supporting documents may not match the information filled in PAN card.
  • Use of initials in place of name or names that do not match with the supporting documents. For example, you may have a different name or surname on your school certificate and provide a different name on your form may lead to rejection of PAN application.
  • Do not use short form for company names. Write the complete name of your company and firm. Do not write ‘Pvt’, ‘Ltd’ etc. You should write the complete spelling such as Private or Limited.
  • Mention the ISD or STD codes when you provide phone numbers.
  • Provide correct supporting documents as mentioned on the website of NSDL or UTIITSL.
  • Make sure the photograph provided is clear and latest. It should not be unclear or of the wrong dimensions to avoid rejection.

These are some of the reasons for PAN card rejections. Make sure you duly fill the form and submit it with correct supporting documents and photograph to avoid rejections. Indian citizens who are inadvertently issued with a duplicate or multiple PAN card due to administrative error or by applying multiple times and receiving a PAN card each time will need to surrender the duplicate or multiple PAN card. If the multiple PAN card(s) or duplicate PAN is not surrendered, it could result in a hefty fine or even jail.

Let us have a look at the process of how to surrender PAN card in this article.

Surrendering PAN Card


There are two ways to surrender PAN card you can do it online or offline.

Option 1 – Offline Method


1.You need to write a letter to the Assessing Office from the Income Tax office in your jurisdiction. Make sure you write your full name as mentioned on the PAN card, DOB or Date of Incorporation, PAN card number that needs to be retained as well as the details of the duplicate PAN card that needs to be surrendered.

2.You can post or hand over the letter to the nearest tax office in your jurisdiction. Make sure you get an acknowledgement receipt. The acknowledgement will serve as a proof that you have applied for surrendering or cancellation of multiple PAN cards.

3.You can also fill up Form 49 for Change or Correction in PAN and submit it to the nearest UTI or NSDL TIN facilitation center.

Option 2 – Online Method


1.You need to visit the Income Tax Department website and click on ‘Surrender Duplicate PAN’

2.Enter all the details of the duplicate PAN number(s) and the PAN number you wish to retain. Fill all the other details required.

3.Submit the form and follow the further procedure as directed.

Surrendering PAN Card Due to Death of Holder


In case of demise of PAN card holder, the relatives need to send a letter to the Income Tax Officer of the jurisdiction. The letter needs to mention the reason for surrender as demise of the holder along with the copy of the deceased’s death certificate. Mention the PAN number, name, and date of birth.

Surrender of Firm/ Partnership/ Company PAN Card


In case a firm/ partnership/ company has dissolved or shut down, then they can surrender the PAN by filling form 49A online. Enter the PAN card number in item No.11 of the form. Submit the form and print the acknowledgement receipt. Send this receipt along with the required documents to the NSDL office.

Similarly, you can surrender the card offline as well. You need to write to the Income Tax Officer under whose jurisdiction the firm/ company taxes were filed. Mention that the company has dissolved or shut down. Attach a copy of the deed that states the company is dissolved, the PAN card as well as the copy of the acknowledgment of the return being filed for the discontinuation period. Submit the letter and documents to the Income Tax Officer. Make sure you keep the copy of the acknowledgement received from the Income Tax office.

This is how to cancel PAN card. You cannot hold more than one PAN card as it is illegal. Make sure you surrender PAN card that are allotted to your by mistake.

Form 61 is used when the person entering into a financial transaction has only agricultural income. The person should not be in receipt of any other income chargeable to income tax. Form 61 should be submitted with statement containing particulars of declaration received in Form No 60.

Where to Download Form 61?




Form 61 can be downloaded from https://www.incometaxindia.gov.in/Pages/default.aspx.

Here, you need to click on Forms/Downloads. A drop down list will be seen where you need to select Income Tax Forms. Following page will open.

At the bottom navigate through the pages to reach form 61.

or click on fillable form to fill it online.

You can change the address on PAN card by filling a New PAN Card or/and Change in PAN Data form. Let us see the procedure on how to change address on PAN card in this article.

Application for Change of address in PAN


An applicant who already has been allotted a PAN number can apply for any changes in PAN card. If you wish to update your PAN card with new personal details such as address, you need fill the Request for New PAN Card Or/ And Changes Or Correction in PAN Data.

You can fill the form online by visiting https://www.tin-nsdl.com/faqs/pan/faq-pan-reqfornewpan.html. Here, from the menu bar on the left hand side of the screen select Apply Online. Scroll down to Change/ Correction in PAN Data and click on it.

Online Application for Request for New PAN Card Or/ And Changes Or Correction in PAN Data (PAN Change Request Form) will open. (https://tin.tin.nsdl.com/pan/correctiondsc.html)

Now scroll down to the bottom and Select Category of applicant as Individual and click on select.
Form https://tin.tin.nsdl.com/pan2/servlet/NewPanCorrectDSC will open.



Fill in the details as mentioned in the form and click on Submit.

You may need to submit scanned copies of supporting documents such as Proof of Identity, Proof of Date of Birth, digital signature as well as photograph. Pay the application fees online via Demand Draft, Credit/Debit card, or Net Banking.
